It was a little rushed, yes - but it wasn't the point of the story. There wasn't a whole lot to be done in searching for it, especially when The Doctor's thought process would go: "I know the Master is at work here. The Master would have a position of power. There's only two civilizations around here, and one of them is Sweet Apple Acres." I felt making it a focus for any length of time would detract from the story.
