That engine's prototype might have been designed by Lawson Billington for use on the London, Brighton & South Coast Railway. The LBSCR, on the hand, was one of the many companies to be taken over by the Southern Railway at the time of the grouping in 1923. As for the photo itself, what could be more appropriate as all this would have been photographed in typical Southern Railway territory!
