In short, this is an argonian mountain climber. It is set in the land of Skyrim, but in a different, more modern, timeline.
I had the thought in my head of making either an inspiration poster, or even an advertisement involving an argonian mountain climber. I am leaning more toward the fake advertisement idea with the advertisement involving sports gear and / or clothing with the words located in the bottom and / or top of the picture.
I styled the clothing to make it look as though it is derived from the fur light armor, over the centuries, from the Elder Scrolls V: Skyrim game. Also, to make the image tie in more to the game and general area of Skyrim, I added a more aged, changed over the centureis and slightly built up version of the city of Whiterun in the background. To make the figure, and mountains side he is climbing, more fore ground like I made the lines on the figure thicker than usual, and I used an S size Faber-Castell ink pen for the mountain side. To make the land and city in the back look more background like, I used a size XS Faber-Castell pen drawing the landscape lightly with whisp strokes and the city with normal strokes.
Not sure if the Argonian head is exact, but it matters not for it is close enough and needs not every detail with a pen. This is especially true since one can simply color in the missing details when coloring, if necessary. The hands are bleh, but still good to me. LOL. ^\/^.

Considering the layout of the city, it is more on the other side of the valley. The mountain he is on is in the range between Whiterun and Dawnstar. It looks the same, but if you look closely by way of how the citiadel is on top, the city sprawled outside the walls, behind the jarl's hall and, also, north along the road that leads to the farm north of the city. In addition, the city grew in the area along the road where the other farms, brewery and stream would be located at.
