Anyone who made eye contact with her agreed point blank that she was "creepy". So she gained the idea to cover this disturbing feature of hers with a blind fold. Taking it off when she was alone. This seemed to work, people socialized with the child more, assuming (if they were new) that she merely had had an accident that had removed her eyes.
Upon her ninth birthday, it hit, power beyond her wildest dreams and a wave of psychic energy was released from her. Shredding her blond fold, shattering numerous glass objects (such as windows and television screens) and killing her fellow residents instantly. Though this had merely been a "released shockwave". Meaning it was one time only occurrence. The otter was questioned, her blind fold back on. Though most agreed it was quite impossible for her to have done such damage, that did not stop the incident from being frightening. The bodies were fine and seemed to be completely unharmed physically. There just wasn't a logical explanation for the deaths.
The murders were well publicized, by the end of the day it had occurred, everyone knew of it. It even caused a few curious individuals and even an organization, to investigate it. The organization in question being R.A.F.T. They sent one of their scientists and a high ranking assassin. A power that could kill, yet leave not a mark on the body was simply too valuable to ignore. The scientist and assassin encountered the blind folded otter, of whom had been quite stressed from the previous days, with all the questionings she had gone through. The assassin in question was hyper sensitive to certain energies and realized within minutes where this power was coming from. Therefore he informed his partner, of whom decided to ask the girl to submit to an examination.
Stare knew for a fact that she had, somehow, been the source of the murders, though she was not sure how. Though she had not told the police, quite disinterested into being imprisoned. She did however, like the idea of a free examination, which might give her answers to what had happened.
