Katuro the flygon is on very good terms with Blunt, and he can ask for permission to use the ice rink after hours. Not only that the flygon can ice skate. Yes. He's quite talented. So it works out for him in this situation.

Garuda the Pidgeot, is not an ice skater, and is partial to living in the wild. So strongly attached to the ways of the way she grew up in the wilds that she still wears no clothing. The only acception is here where Katuro offered to buy her clothes to wear because she wanted to try out of curiosity.
