This is Meiou, he is my Angel of Death.
Meiou feels the suffering, pain, and anguish of each person as they die, he experiences it with them. The bindings around his arms and legs were placed there by the Seraphim to keep him from killing whom ever he wanted. Instead he can only take the lives of those on the 'death list'.
