This is Alektomon's Ultimate form.

He's a blue wolf-like creature because raijuu can also take this form.
"The form of a white and blue wolf (or even a wolf wrapped in lightning) is also common" -Wikipedia's list of legendary creatures

He retains the orange face of Alektomon in the form of a mask, like Rokubimon.
His body is a mass of moving storm clouds, so his "fur" looks like it's in motion, like waves.

"Ikazuchi" means "thunder" in Japanese.
