You know I've got to fave this. So, I guess the Doctor's upgraded to a photonic screwdriver. :B And somehow, you've managed to make Six's outfit look… quasi-decent. Your colors are much more muted, and it actually looks almost wearable. And yes, Colin Baker loathed that outfit, he wanted something closer to what Eccleston ended up wearing.
I think it's Daleks. That's why they went all Power Rangers in the most recent version, to be immune to the rainbow sonic.
Alternatively, that alien species that one of the radio shows/books revealed is repelled by Six's outfit has returned and in greater numbers, requiring a rainbow light show to defeat them now.

To a certain extent, I can understand what they did. Specialization among forces is very useful for optimizing resources, and there are times in the past that the Daleks have done similarly. But the color scheme… yeah, that's a bit painful. And admittedly, the uniform forces we'd seen for the rest of the revamped series were definitely scary, in the sense that each Dalek grunt unit can function as a genius scientist or a starship pilot or whatever they needed to be, that each individual Dalek can truly perform in each role. The color scheme was kinda creepier too, the unpainted metal scheme… okay, yeah, the Dalek Rangers were kinda silly. Ah well, creator provenance and all that: Stephen Moffat grew up with the Dr. Who movies, where the Daleks were somehow even more painfully colorful than the Dalek Rangers. Though I do like how they use their new larger size to hold lots of optional arms inside their frame, and we'll hopefully see that on screen in Series 7.
