Kryst Casts a Spell
Kryst is a detective specializing in illegal magic use and contraband artifacts. His role is in many ways similar to a policeman investigating drug trafficking, but where a narcotics officer would follow the trail from street junkies to full out drug kingpins, Kryst investigates houses that create illegal relics and crimes where it's plain that heavy magic has been used. Since people have to die messily to make relics of any worth, his work often goes hand in hand with homicide.
The magic of this universe is shaped by my dislike for wave your hand and perform miracles magic in stories. In most of my worlds, magic has a cost and in this one that cost is life. To do more than simple weak spells, something has to bleed and die. Relics are made from the bones of people, but they need to be 'recharged' on a regular basis with animal sacrifices. Kryst and many police officers wear relics that were made from police officers killed in the line of duty who willingly donated their bodies to the force. This is akin to signing an organ donor card.
Also, it is against certain religions to do this. To dissuade a lot of people from grave robbing, most bodies are cremated upon death.
With a relic, a person's power is tripled if not quadrupled. They can deflect bullets, catch a pin a fugitive, survive falls, and throw large bolts of power. They can also heal injuries or use a spell to give themselves an extra boost of energy to catch a fleeing suspect. The power is still limited, but it's a lot more than what they had and it makes for a useful too to have in the line of duty. Police officers have had extensive training in magic use (as much as they have had training in firearms) and even if their base power level may not be that strong, they are trained to use their relics to their upmost and police officers routinely make magic look a lot easier than it really is. If you train in something every day of your life for a decade or so, it practically becomes second nature.
Kryst himself is fairly normal as far as things go with no crippling emotional problems or trauma to speak of, nor does he have any sort of agenda beyond earning his paycheck and doing his job. He was adopted from an orphanage in India as a baby and has absolutely no memory of his 'home'. He went to catholic school (although identifies as an atheist) and after a trip to India after graduation he went back home and enrolled in police academy. He does his duties as a cop well enough but doesn't really have any plans for upward mobility, often shrugging off promotion suggestions and offering them to other people. Since his position is often difficult to fill, his superiors are perfectly happy keeping someone that WANTS to be an IMU detective (Illegal Magic Use) right where they are.
As a cop and a person he's normal. As a rat he's quirky. Firstly he's very much a loner even though most rats are social creatures. He's also very socially blank in that he doesn't use a lot of the emotional indicators rats are known for. It makes him a very difficult person to 'read' and a lot of people avoid him strictly on the grounds that nobody knows if he's happy or sad or angry. People have also noticed that he has absolutely no romantic life either. He's completely ignored advances from lots of lady rats and a few men rats as well. As far as anyone can tell, Kryst just likes being alone, both socially and romantically.

Larry Niven (author of Ringworld) wrote a set of interesting stories about a world where magic was powered by source called "mana"; as the world's supply of mana was being exhausted (like petroleum), spells would become less powerful, and more sophisticated spells wouldn't work at all. Also, there was a major casualty of this magical "energy crisis" waiting to happen: Atlantis' existence was maintained by wizards who drew heavily upon mana; when it got used up, Atlantis go bye-bye.
