Just finished this up, it was a test run and I will upload another shortly with the electroluminescent strip under the nylon to see if it looks any better. These are going to be about 35 each and I can get quite a few colors. they run off two AA and I am still thinking of what to do with them. I was going to try and put them on the back of the collar or there is a slip on the back of the battery pack so it would clip to a shirt and the power chord is 16in long so it will reach no problem.
