I want his hat! I saw something similar to it years ago and wanted it but my mom wouldn't let me have it because (Witch hats are for girls) But yeah. Since then I haven't seen anything even close, but yet I still search for something like it every Halloween. Someday I'll find it. Lol.
xD. Good luck on it :p. You're bound to find it sooner or later, seeing how those hats are everywhere for me :x. But I'm not the type of person to fress with to halloween, Several years back, all I did was put on sunglasses, and walk around with a cane and pretend (half pretend, i'm pretty blind LOL) i was blind. I almost got hit by a car ROFL.
I definitely don't mind criticism. In fact, I even agree with you. I tried a few different things and that was just the best of the few options I tried. My biggest problem is I just can't for the life of me draw decent backgrounds anymore.
I know I need to practice because I definitely do need to get better at drawing actual backgrounds (So I don't always just do stuff like this), but it's hard to force myself to sit down and practice something I suck at and don't like doing. The few ones I do attempt usually look fairly bad and so I just fill in the backgrounds with photos or random effects.
Here I was kinda hoping it would look cloudy/misty and mysterious like he was in a really spooky mist filled graveyard. Anyways, thanks for the criticism. I definitely appreciate it and I know I need to work harder on future submissions.

For misty clouds and stuff I myself use Painter IX. It's really great for that sort of purpose. I just use the basic brushes to splat big splotches of colour on the canvas and then I use the smudge brush to blend them together. It's way easier than with the crummy smudge brush Photoshop has because it blends the colours so smoothly and effortlessly. =)
I also recall this one Photoshop custom bursh set having a "cloud" brush that's quite handy for misty effects... If you use the cloud rendering you can gently airbrush on top of it to make the rendering look less obvious.

Thanks. I'm not happy with the pants, but I really love how his hat and vest came out. He's definitely a really fun character to draw. I had a lot of fun drawing the picture and worked really hard coloring it. There are still a couple of flaws (The lackluster background being one of them) but overall I really like this pic.
But Yeah... I originally planned Sam for a children's story I wanted to write. (Think Narnia meets Nightmare Before Christmas) and if I ever do get around to working on that story, he's going to be my favorite character to write about. I have a very good idea of what his personality would be like in my head, and I think it would be interesting to write a conversation between him and the ten year old little boy who would be the main character of the story.
