Victor is the leader of the URA and one the most powerful agents in the organization. He is short in stature but he does pack a huge punch in battle. Victor is the kind of mon who sees other mons as friends; ecspecially those from the PCA. When he gets angry, it doesn't take long for those who get punished knows who they messing with. Victor always bring victory to the URA and never gives up on his goals.

On a clear note, he loves the PCA and the PCAers. Always expect a kind greeting from him.
