Okay, so it's actually shadows that he manipulates to look like smoke...
But when you look that good, you call it what you want...
XI (Eleven) doesn't usually try and show off and look attractive, but he makes exceptions for his lover Joker. This time, he made a bit of a big one.
Now, his clothing is 100% shadows, so the ripping and such, is 100% controlled and can be fixed with a snap of his fingers. So don't worry too much about his only robes being ripped, lol
