FAQs before they're asked:

Q: May I make my own?
A: NO. You may NOT make your own, these are a closed species only to be designed by me and a few closely trusted people.
Q: I bought one, now can I make my own?
A: NO. You may NOT make your own, even if you do buy one.
Q: I saw someone who made they're own, what should I do?
A: Link to me, and let me handle it. I will tell them they can not make their own, and if they don't comply then I will take more serious actions.
Q: Can I draw fanart of these?
A: Yes, you can draw other's Scarcritter characters, but do not design your own and claim it as fanart.
