This is ACTEC, Automatic Crowd Taming Electronic Creature. Created by a vapid, out f control world, he wanders into crowds where the violence has become too much or where control is needed and secretes a sleeping gas from the tip of the nozzle on his head. Made to look organic and act as organically as possible for this world, he is, in fact a robot.

No one expected him to become sentient. No one expected him to alter the formula he secreted and nobody expected him to kill 453 people in one fell swoop. Then, he escaped, joining the hundreds of other ACTECs who were also slowly growing restless. A Revolution is brewing and no one even realizes it as the beasts become more and more alive.
