The problem is that it's a shameless gesture on the requester's part. Artists spend hours upon hours on art that they may not even so much as get a "thank you" for. What happens the vast majority of the time, or at least to me when I used to take requests, is that the person requests the art then I draw it, give it to them, and never hear from them again. If an artist isn't clearly accepting requests, then you shouldn't ask for free art. Point blank; the end.
