I've been meaning to look into it, personally. Though I've heard things about "translations"... I'm thinking maybe this is just another magnificent piece of programming out of the Japanese. Someone more experienced ought to elaborate.
The main deal about SAI, from what I've seen, seems to be that it wants to behave more like a real sheet of paper, while Photoshop wants to be all technical and computer.

it is indeed from the other side of the world. SAI is mostly known for being lightweight. it works on alot of machines at high-resses that would make the average computer cry when trying to do in Photoshop. there is also that its very easy to use and has a very organized and simple UI. its quite easy to develop brushes for it too. just try to look for a brush-pack. plenty around!
one of its main advantages (to me) are that you can easilly flip/rotate the canvas.
Another Great feature is the "Stabilizer". it helps greatly getting smooth lines and such.
its..how do you describe it.... kinda like dragging a metal ball with a elastic band.
instead of the brush being underneath your cursor at all time it follows the cursor.

I have to disagree you can use both programs for the same. But they each have a strong point. Ps is better with edits painting and lighting effects. Sai is better at comics lines and cell shading effects. You can use them for both of course and depending on the artists level you can get the same for both. You cant judge a program only those in front of the desks. Really the arguement saying one is better then the other is silly i use both. They both do the EXACT same thing. Sai is more user friendly ps is just better for higher rez and the brushes can be so much better to work wig but like i said both work just fine.
