This guy just likes to stick his tongue out at unsuspecting drivers (face only with white pupils and a big tongue). He is in a concrete barrier that I drive by almost daily. This picture was taken while I was riding in the car. We drove by slowly so I could get the shot. The people behind us werent happy.
