In case anyone wonders in M&M it is always advised that the villains be a few levels higher thanthe heroes to provide enough of a challenge to the heroes

PL 13 is definitely appropriate for this dude. He is a major nasty in the Extinctioner universe. In some ways he is a traitor to the people of Alden but he is a major villain in his own right. If the heroes are PL 10 then a PL 13 for them to fight should be like a boss fight in a video game. And in M&M, no matter which edition you use, yourmain villain should always be at least 2-3 levels above you. For an Extinctioners campaign taking Blaquestrype down is a major step along the way to completing a campaign arc.
