Lol, he's because he covers it up when he is anywhere he can tan so it doesn't tan.
The symbol is Tzio's (Mort, Zion and Zem's daddy :3)
He's a traditionalist (as they call 'em) because he doesn't readily follow either of the three but instead is a follower of their father. Though as you can see with his necklace, he puts his loyalty more toward Mort than the others.
