What a wonderful concept for science fiction. That, one day, 'could' become science fact.
After all, there already has been development on the notion of using lasers as replacement tazer technology. It would seem that controlled electrons, riding on a beam of tightly focused light, can be used to neutralize the muscles of the body. Only time will tell if this becomes a standard technology or is something that is either lost in development or only given to professional forces.
So, who is to say that once the mysteries of the DNA strands are fully unlocked, that it might become possible for fresh information to ride a laser beam and interact with the body to cause alterations. The medical properties, alone, make for fantastic science fiction. But, practices like this, for humorous pranks and such, are just as equally amazing.
