Crow doesn't do drugs, He just hates when people bother him for stupid shit
Usually they do it when he's reading (worst possible time) but this time, it was when he was sleeping. He rarely sleeps well, so when he does manage sleep, he will kill those who take it from him for something stupid...hence the "If someone's not dead, someone's about to be.."
