It seems like Penelope and Fifi have finally convinced Pepe LePew to amend his girl chasing ways by letting him experience what it's like to walk a mile in another's shoes (in this case some attractive pumps) and some other feminine accessories.
On the other hand they may just be giving him a disguise so he can get into a 'women only' event so he'll have new faces to chase and leave them alone for a while.
