I'll probably never understand why ALL Pokémon lay eggs. Even the younger gamers understand the concept, so I highly doubt it's a form of censorship. Also, there where journal entries you could find in Gen I that mentioned a Mew giving birth. (Although it was to Mewtwo, which doesn't make sense since they're not in the same evolution family, but having mammalian Pokémon laying eggs makes even less. @.@)
A better guess for me would be to say either Nintendo or Game Freak thought it would've took too much time and/or memory to have a separate breeding system for Pokémon who could give birth. They would've had to make extra sprites possibly, and also likely make that Pokémon unable to battle during it's term and probably require you to leave an empty slot in your party for the baby. Either that, or prevent you from taking the Pokémon out of care until it gave birth, but that'd only force the player to pay more afterwards.
