Well, that's certainly odd, yes. Frame looks like simple aluminum channel, bolted together. How big is it?

The "Training wheels" are sporting 14 or 15 inch wheels. This thing is enormous.

They do look like standard automobile tires, just couldn't quite get a sense of scale...and now I'm trying to figure out how one would actually operate such a thing.

It looks like it's be a handful and armfull to operate. The only scale thing I can see is the edge of a plastic trash bin on the right side of the photo

with training wheels? that's cute. looks like someone had fun in their garage. looks stout enough too. not for racing but definitely for boonie crashing. if i had that place and the stuff, looks like something i'd do.
