Reminds me of the dragon I drew a while back http://www.furaffinity.net/view/6959607/ the horns are similar and the emperor penguin idea as well. I like your take on the dragon much more however Would love to see a full body picture.

Just because I'm curious, and I know that I lov it when people ask these sort of things.... Those dark tendrils that hang from his jaw... Do they serve a purpose at all? Or are they just there?
