It actually was always like that and wasn't much of a problem. In fact, I was one of the users that became a member just to see what the duel arena was. Then again, I didn't do all of the free to play stuff when I was free to play.
When I became a member in 2006, I did all of the free to play stuff years later using so much members gear. Members was definitely worth it back then, but now free to play has so much crammed into it that it's best to wait.
Jagex's current updates fail right now though.

Well, free to play has only a few quests that you can honestly do in about 3 to 5 days. It does have a bunch skills still. I also feel its much easier to make money as a pay to play member plus you get a bunch more quests (tons), new skills and a ton of gear. With some skills in free to play you can really only do stuff with it till level 60. Either way, I enjoyed the game very much and I put many hours into it. What's your user by the way?
