I don't know about fragile. The only worry is that they get heat exhaustion and can die from that. Mine live in two big cages in our conservatory in the winter/spring, and our dogs are noisy and run by them all the time. They are very used to the noise. Our house is really noisy XD Perhaps in a quieter household a sudden loud noise could cause a heart attack, but these little critters were born here so are very used to everything.
Definitely softer than rabbit fur, I love Chinchilla fur XD They moult like crazy though, everything in the room has a light covering of fluff!

They like to dust bath a lot, but we only put a dust bath in every so often otherwise they just use it as a toilet :| they're silly like that. The dust keep their coats in better condition and helps remove dirt from the coat. It's like a very fine sand almost.
If we pick them up we just scoop them up gently with both hands, but I think they're quite delicate so grabbing them roughly won't do them any good. I think their tails may also be delicate. They are very wriggly when they want to get away XD
