It's a benign growth. Wild Dogs are actually prone to getting skin growths and lumps like that, especially the females, both in the wild and in captivity. They're not painful or harmful, so the keepers leave them unless they rupture or get infected. Several of the dogs have them, though this particular female has the largest and most prominent in the pack. Looks a lot worse than it is, at least. The keepers told us that during a demonstration with one of the dogs, last time I was at the zoo.
