Yes he does, though you'd probably want all the Super Jump rewards to beat him. Though I personally never needed them to beat Culex.
I typically start by having Bowser pick the Power upgrades exclusively every level-up until reaching Jinx, at which point I beat him all three times with Bowser in the team. I'll then try to get the 30 Super Jumps, if I haven't already, for the reward. After that, I'll generally wait until after defeating Valentina to get the two Lazy Shells. You don't even need to be level 20 to beat culex under those conditions.
