yays! I wish I kne whow to propperly utilize blur, smudge, etc etc .. no one has taugfht me or shown any artistic ways of using it : (

For the longest time, the blur tool would only blur my line art...not the colors. Then I noticed that the line art was always at the bottom in my layers window, so I swapped the line art with one of my color layers and VOILA! It worked!!! Now it's working normally and I don't have to keep changing my layers position anymore. I'm trying to practice making glow effects with it right now. We OC noobs have to stick up for each other!
