No. It isn't necessary to cut the fabric, just shave the fur down where the paw pad sits. The result is that the surrounding fur flows around the paw pad, giving it the recessed look. Obviously the effect isn't as good if it's a really short-pile fur, but it works well with anything with a decent pile on it.
