Matrona is the Avatar of Lugia; only created recently as the Legendary has only recently needed more than a very simplistic; barely-sentient Avatar as a representative in dealing with it’s very few interactions with society. However, as the interactions between Lugia’s oceanic domain and modern society have grown it was forced to create a proper and more permanent Avatar in order to represent itself; which is how Matrona came to be.
Matrona was sent to the Guild as it was considered the most suitable position for an Avatar such as herself; as it would allow Lugia to broadcast its problems to society and have trained people on hand to deal with the issues; as well as allow its Avatar to contribute to the Guild and due to the number of other Avatars in the Guild the Legendary would be able to communicate with other Legendaries as well whilst maintaining its physical form’s reclusive slumber; primarily aiming to use the Guild to deal with its main objective of halting the Legendary Birds’ current crusades.
Despite the changes in society since Lugia’s few previous major interactions and experiences with land-based society its Avatar has settled in quite well into her position of superiority in the Guild; enjoying the privileges and powered offered to her; whilst loosely trying to keep up with the changes the society has gained over the centuries. Just like her creator; she doesn’t much care about society; so long as it keeps its business out of her and her creator’s way. However, with the current issues of overfishing and pollution affecting Matrona’s domain her opinion of society is quite low at this point; and the Guild’s consistent preference for dealing with rescues or the like rather than dealing with the birds Lugia and its Avatar’s patience is wearing thin; a bad sign given the Legendary’s interest in dealing with the issue of the Legendary Birds directly and immediately via simply forcibly sinking Isle del Luna.

Hydro Pump: Being so heavily linked to seas and oceans Matrona has some natural power over water; and thus has a limited but still rather potent ability to conjure water like other Water-types. With this move she conjures such waters from within herself; firing a blast of water from her maw like a cannon; which practically hits like a cannon to boot.
Rain Dance: Via her natural affinity with storms Matrona can summon them effortlessly; although she generally can’t create normally sized ones without having rested for a long time. So instead for the most part she only creates and sustains smaller rainstorms; only big enough to cover a decent-sized building or the like; typically as to help her relax; but she can also create such storms in order to boost her natural water powers or just give herself the advantage over her foes via her familiarity and natural affinity to the weather condition.
Recover: Given her nature as a Lugia Matrona spends a lot of her time resting and storing up energy in preparation for an actual conflict; and she can call on this energy for a quick boost to her natural regenerative abilities; or use the energy for more substantial healing over a long term; although the latter application requires a lot of time resting in order for it to work properly.
