The level 20 mission set is actually instanced---you will not see anyone outside of your party at the time. It is not the actual vibora bay.
It'd be kind of crazy if it were the actual vibora bay (level 40s mauling 20s...), CO doesn't do "phasing" like world of warcraft does. The only things 'phased' are seasonal/bloodmoon events which vibora itself has no phase.
