It should be.

Photography is art by extension, and FA staff have been trying to convince the userbase otherwise. In my honest opinion, the only photos that should not be allowed would be very poor quality ones, or ones of things already against the rules. :3

I do all medias of art. I took multiple art classes in high school and college including Drawing, Sculpting, and Photography. I could probably draw this dragon too if I wanted to.

No one needs to take classes to be good at it..I am just avoiding the discrimination others might impose on me when seeing this photo and say that it is not artistic. Hopefully they read my comments first.
