Actually I think it's there to keep track of the herd. Like with a bellwether in sheep.

The eyes have it! And by that I mean the eyes look really good in this, in both characters. Nice looking piece of traditional art. I recognized Scotty right away before reading any description... well drawn likeness of his fursuit character. Really nice one of Rowan here, very pretty in this rendition.
