Well, Bane doesn't wear pants unless he's doing yard work or at work and Bubbles doesn't often wear pants herself so really, its a trick question. However in this scene, it would seem that Bane has decided to cater to his love by giving her the leash and letting her become the dominant one for once which Bane doesn't mind too much, just so long as his Bubbles knows he loves her.
