Not really, there are plenty of comics that you don't need backstory for (John Rogers' Blue Beetle, Nextwave, Batwoman). The nature of serial fiction allows you to jump on at any point. That said, therevare some comics clearly written for the trade.
It's like a TV show, you can jump in at any episode and still follow what's going own (most of the time).
