I did this one with gesso and pencil on patterned paper, actually I also tinted it at one point with blue ink. Once I decided to draw pokemon my biggest inspiration was the art on pokemon cards. I referenced some backgrounds from pokemon TV show screen captures for the scenery, and overall I'm pretty surprised how much this ended up looking like something holographic. I would call this the most bad-ass and satisfying thing I've ever drawn.
