I'm a sucker for Noisuf-X and Phosgore. Also fond of Suicide Commando, Centhron, Eisenfunk (though not the best dance music), Asphyxia, Grendel, Modulate as well as some of the more traditional ones such as Assemblage 23, Covenant and VNV Nation.
What I can think of on top of my head at least. The list is longer.

Why decide between the two? They're both pretty cool.
Feel the same way about VNV Nation and their London gig
Not sure if this applies to Suicide Commando as well but I was speaking to members of Eisenfunk when they were in London and they said that the performance visas to the US are really costly, and a nice group like them can't really afford it unless they do multiple gigs. They said some performers got in with normal visas but it's risky if you are found to be performing with a normal visa.
I Suicide Commando listed in the lineup for Infest, which tempts me a lot.

Depends on the vocals and instruments. I've seen XP8 and Surgyn play their instruments as well as singing. Eisenfunk have done it as well. Phosgore, however, *was* pretty much Phosgore playing his songs from a computer. It was still a lot of fun (granted thats cos I love dancing to Phosgore), but it wasn't a performance per-se.
