I'll look into it, can't hurt, tried just about every military force, round the world at this point.
It seems Silver, or a metal rings are made of, cause in all the time I've held it, it hasn't worn like most pewter does. Though if it is Pewter, would be why the letters are little worn, like an old coin.
Who ever had it before me, wore it alot, cause it looks like a Nickle, or Quarter from 40s or 50s, its well worn, and dirty.

I think it might be a petroglyph. This isn't an exact match but look at Australian, Bottom row all the way to the right.

Hmm, now that opens a whole new search. Maybe it is like a Petroglyph, or Hyroglyph made into a pin. Like a sun cycle (always felt when you turn it around, looked like a sun rise or set)

Pretty sure it isn't military, I've shown it to several people who hobby, and were in the military, and know several badges and such from all over, and it dosen't match any. It's most likely a random pin based on an old glyph, or symble that some one made into a pin.
1930s was the reign of the Art Moderne and Streamline Moderne styles - the former mostly angles and zig-zags, the latter based on smooth curves, though both variants had bits of each other. We lump these together today under the later-cointed term "art deco". This is definitely not military, and I would bet anything that it is simply an interesting-looking design, meant to accent clothing. Many brooches and pins were decorative with no symbolic meaning, and in the 30s lots of decoration included similar glyph-like symbology with no intended meaning beyond looking modern and futuristic (after King Tutankhamun's tomb was discovered, Egyptian themes flooded the style as well). The "Arts & Crafts" era ran from around 1900 to the mid- to late-1920s, and was characterized by an intentionally hand-made look - hammered metal, square nails, copper and iron - it was an attempt to go back to a pre-industrial-age ideal of handcrafted objects made with love and patience.
I would say, do keep researching it, but I'm fairly certain this is an Art Moderne emblem that's simply supposed to look 'cool', another term that first appeared in that era. At most, I would point this to a stylized version of the Egyptian wings design - the division in the center points to it not being a sun, and could be a bird's body, as it's also quite possible (with the way 1930s style drew elements from many that it touched) that it's a stylized southwest-native Thunderbird. If you wear a tie, as I do, I would suggest pinning this on the front of your tie knot.

It's coupled later by a higher rank that goes on the bottom making the whole a circle. I'd love to find the second part, but given the age, and the price old scout badges can be, I may not.
The new design of the badge is far less impressive and interesting, so this is most likely inspired by that movement in art you were talking about.
