Oh, the tutorial doesn't mention that individual brush strokes go from scalp to the tip of the lock, the same way hair grows. The arrows indicate the progression of brush strokes. Sleep deprivation, yay.

15 minutes doesn't include the sketch, of course. Now that would be impressive.
