I'm still learning how to model. One of the reasons I've got this model is to get some experience with rigging. Another is to help me learn about topology; figure out what works, what doesn't work, how to get good deformation, etc.
Furthermore shadowsquirrel distributes this model especially for other people to use. Are you to tell me that I shouldn't use it?

You do realize posting pictures of rigs won't get you anywhere?
Trust me, I have watched industry leaders model right on their desktop and I have to say, you got it all wrong.
Doing proper topology stars with making your own, not downloading, rigging and testing other people's topology.
If anything, learning about topology has to do with anatomy, some math and an idea what the character would look like under all those polygons.
Try doing it on your own, use reference sheets... would it hurt to say when I started my models looked so horrible I was ashamed of myself?

First, what are you most interested in?
Cinema (animations like Pixar movies)
Characters (Modeling, texturing and rigging characters like you see above)
Comics (Some people take renders and turn them into comics)
Conceptual, meaning you model the characters as a prototype.
Games (More specifically, making characters for games)

I think either Maya or 3D Studio Max would be ideal for you, but you could look around for other 3D software too.
Blender is free, though not commercial.
ZBrush and Sculptris are also good for 3D sculpting, but the process of bringing it into Max, Maya or similar software is a pain.
Its really up to you, Max is more for games, which might be good, but I haven't really used Maya enough to know but Maya is gaining traction and attention.
I don't know what to tell you, but you have many choices :3

What you should do is take into consideration of a character and build features up until you get something solid in your mind with concept sketches :3
Try working on making original characters and making their silhouettes strong :3
