Sounds like you missed the boat, but it could be my 'story telling' illustration too, of course, so the fault could lie with me.
Basically he's a 'creeper' (I prefer misunderstood) guy from the 1920s who takes pictures of people on the street and makes puppets of them because he has no friends... or ladies.
