Here's an idea, and again, I don't know if you have something like this already;
He is an all around, well known fool. He acts his part very well. He gives the outward appearance of a simple fool, but is actually cool and calculating. He is a mastermind, as some people call it. Though, they never will, for no one see even the slightest hints of him plotting. On the outside, he is goofy, clumsy, and overall kind of funny and bothersome, like all jesters. He does such to be ignored. He makes himself such a non-threat, that his "friends" and enemies barely take notice of what he actually does. On the inside, he observes and plans his every prat and tumble. He may seem like a lowly fool, but deep down, he is putting things in motion. Are his plans good, are they evil? That's for him to know.
