Your logic is flawed.
B may be equal to C, but it does not make A equal to C.
Your example response can be applied to either form of the sentance and word structure.
By the way, grammar is a tool to work with, a code to live by. This does not make it a necessity to one's existance. Word order is partially subjective, as such it is a bendable rule. To claim all grammar laws to be objective and aboslute is a fool's errand.

Using the whale context:
1. "I only need one balloon" = One (of many or the single) balloon is all which is lacking, OR it can be interchangeable with #3.
2. "I need only one balloon" = I (anyone) need(s) but one balloon to send the whale aloft.
3. "Only I need one balloon" = I am the only person (of two or more) who needs one balloon (but may require other things, i.e., string).
4. "I need one balloon only" = I need one balloon and absolutely nothing else.
