There must some sort of strategy to making that wrinkled effect look good.

Intentional or circumstance?

You mean the pattern in the ink? That's half and half- It was my intention to keep only a few focal point while scribbling around so the edges of the eye would be lighten and the middle would be solid black. The positions of of my hands, the shape of the paper, and the shape of the pages underneath that I used as a surface all played a part in the texture of the page, and as the paper wrinkled up a little I adjusted accordingly- Both to move to other areas and to change the center point where my pen would return to after reaching out towards the end of the eye.

Wow. If i did this, it'd be entirely on accident. That just goes to show you have true talent. Let none tell you otherwise.
