I'm doing a project that relies heavily on actually good looking scales (WHAT A SURPRISE!!!!), and I've seriously tried like everything with no luck.
Figures that DRAWING A BUNCH OF random CIRCLES ended up being the prettiest method. Oh by the way, those are done with a teeny tiny eraser over the transparent overlay, so you're pulling it up. And don't worry about erasing anything but circular shapes- it's the shreds that get caught in the middle that make the MAGIC.
I'm working on something with this, but it'll be a while yet. I HAVE LOTS OF RANDOM CIRCLES TO DRAW.

Not many people I know ever try out the "Start with a dark shading, then draw/shade with your eraser!" tactic. Heck the first time I even heard of doing that was from a dvd on drawing from Gnomon Workshop from the artist behind Disney's Dinosaur.

Scroll down just a tad and he has a link to the scales brushes he made for sculpting his 55 dragon heads. They're alpha-based brushes, so they would take a slight amount of tweaking for Photoshop use but nevertheless are great. It helps a lot with the tedious task of dragonscales :)

Honest mistake lead to a new resource? :P
Not sure what SAI is though. The brushes were designed for use in sculpting programs, but can be used in photoshop as a brush and I assume GIMP and Paint.Net as well with a bit of creativity. Failing that, just copying-and-pasting them into new documents then cloning/stamping them for scales would work as well.
