A seemingly bitchy sexual harassment lawyer summoned to bring Stan down for said crime. He manages to prove she has too much pent-up sexuality and that he's one smooth operator in one fell swoop; he avoids a sexual harassment lawsuit by sexually harassing(and eventually a little extra...) her.

Phyllis' first name comes from the snobby night-time post office lady from Animal Crossing. Her last name comes from "dickless" EPA lawyer Walter Peck, from Ghostbusters. Her wings are a slight reference to the Pokemon Lugia, as well.
