Actually, I don't think they are. Biologically, anyway. An online friend of mine, Buslady, raises turtles, and she has said that the chances of turtles bought at a pet shope BEING related biologically amd genetically is VERY remote.
Still, Splinter RAISED them AS brothers, and that's what counts, as least as far as what info is to be had on the official TMNT website is concerned. But, by the same token, I don't think Peter Laird or Kevin Eastman (the TMNT's creators) have ever said one way or the other.
However, a LOT of TMNT fanfic writers and fanartists have depicted the boys as BEING biological brothers (I'M one of them, in the MAJORITY of MY TMNT fanfics and fanart) while still others have followed the premise that they're not. And given that Pete and Kevin don't say much to the contrary, I think that gives us fans free rein to use our own imginations on the matter.
